WebFirst time playing FO1. Got the water chip, and eventually made my way to the military base. Have not encountered the Master yet. I took care of the Lieutenant and blew up the vat terminal to set the explosion timer. When I leave the base however, instead of getting the base explosion cutscene, I get the mutants finding Vault 13 ending.
